CCSF’s official budget tables show six consecutive positive unrestricted operating results from FY 2020-21 through FY 2025-26. The FY 2025-26 figure is reported as unaudited actual.

Budget projections versus actual results
A budget projection is an estimate based on assumptions about enrollment, state funding, salaries, benefits, vacancies, utilities, and other costs. An actual result records what occurred after the fiscal year closed. CCSF’s recent records show that projected and actual results can differ materially.
Reserves
The California State Auditor reported that San Francisco Community College District’s reserve at the end of FY 2024-25 was about 22% of general-fund expenditures. The Auditor also found that this was above the district’s then-current 9% board-policy maximum, while the statewide median was about 25%.
Does that mean there is no future financial risk?
No. A college can have a positive current operating result and substantial reserves while still facing projected future recurring-budget pressure. CCSF’s adopted budget identifies future risk tied to the Student Centered Funding Formula, enrollment, state funding, and rising costs.
